You may get it from

ftp.cs.berkeley.edu (128.32.149.163):
in /ucb/tcl

or from our ftp-host:

ftp.ibr.cs.tu-bs.de (134.169.34.15):
as /pub/languages/tcl/{tcl7.3.tar.gz,tk3.6.tar.gz}

please note: our ip-connection ist currently very bad. maybe you can
reach us better in the evening (maybe you can reach the usa better
than germany...)
