Getting the snmpd to run ..

Hello,
I am required to be running a version of 'safe-Tcl' in order to
run the snmpd agent under scotty2.0.1. I have downloaded a version of
'safe-Tcl' (indicated by the TCL WWW Info page) but I am unclear as to
whether it is a replacement for the Tcl7.4 that I am running or simply a
patch, and how to apply it. I would be grateful for any information on the
subject.
