Tell those Digital Unix guys (aren't you working for Digital?) that
they do a great job by pre-installing Tcl on their OS and that they

Your interpretation is correct. You can use this option to supply the
path to the directory where configure script should pick up the
tclConfig.sh file.

The obvious work around to get things running is to compile your own
Tcl/Tk interpreter. This is usually as easy as typing configure, make
and make install. (The latest version is 8.0.3 but this version does
not work with scotty due to a bug in the latest Tcl release.)
