[tkined] compiling tkined 1.3.4 on RedHat 6.0/Getting started

I hope someone can help me. I'm new to the list and SNMP in general. I'm
trying to compile tkined-1.3.4 on a RedHat Linux 6.0 computer. Here is the
error I get.

[root@endor tkined-1.3.4]# ./configure
--with-tcl-include=/usr/local/src/tcl8.1.1/generic/
--with-tcl-library=/usr/local/src/tcl8.1.1/library/
loading cache ./config.cache
checking how to run the C preprocessor... cc -E
checking for a BSD compatible install... /usr/bin/install -c
checking for prefix by ... checking for tkined... no
checking for -ldld... no
checking for -ldl... yes
checking for tcl.h in /usr/local/src/tcl8.1.1/generic/... yes
checking for tcl version number... 8.1
configure: error: tcl 7.4 or later needed

I have tcl-8.0p2-5 as an rpm installed. And even downloaded the src for
tcl8.1.1 and compiled it with success. I have tried specifying the
tcl-include and tcl-library with both versions with the same effect. The
error show above.

Any ideas? I have also tried installing the scotty-2.1.9-2.i386.rpm and get
a conflict error with file /usr/man/mann/http.n from install of
scotty-2.1.9-2 conflicts with file from package tcl-8.0p2-5.
